You are using toxic products and you need a new routine. I'm extremely oily, acne prone and this works for me on budget:
*skincare*
1) Start morning off with a good cleanser for oily, acne prone skin. Desert essence thoroughly clean cleanser. It deep cleans while remaining gentle + refreshing. Next use a toner. The best on budget is witch hazel. It removes what ever may still be trapped in pores as well as tightens them. It balances, reduces acne and prevents blackheads. Thayers is my fave.
2) Next apply a moisturizer suited for oily/acne prone skin. The best on budget is PURE aloe vera gel. It is natural, soothing, rebalances oily skin, hydrates while leaving a healthy matte finish that is ideal underneath makeup.
3) At night, use pure jojoba oil. Otherwise you must avoid oil in cosmetics because those aren't healthy like this. Those are pore clogging while this isn't. This heavily moisturizes dry patches you may have while tricking oily ones into producing less oil. It also reduces redness, blackheads, acne. Just get a few drops, massage between clean fingers and pat into face. This can look shiny in the day so better to use at night
4) A few mornings a week, before toning. Kiss My Face and Jason Natural scrubs are great on budget and not toxic like st ives or other products.
5) 1 night a week do a facial mask to draw out impurities. One that really helps to also reduce acne is a very thick layer of PLAIN milk of magnesia which is very cheap. I know this sounds crazy but it works.
6) When really breaking out use Faerie Organic Mineral Therapy Acne Treatment. It reduces over 80% of a blemish overnight w/out irritating or overdrying skin. Its also free of pore clogging ingredients. It's about 17 dollars and a little goes a long way. I tried everything from proactive to prescription creams nothing worked as well as this especially in this routine.

1) In the morning after aloe dries/absorbs, apply a makeup spray. The best on budget is Etude House Dr Oil Mist. Its cheap on ebay + controls oil, keeps makeup in place all day w/out breaking you out. It works like my high end faves from urban decay, skindinavia, motives. it actually works unlike elf, mac, model in a bottle etc.
2) If you need to apply a primer after to fill in pores avoid one w/oil or silicone. The oil in makeup isnt pure and will cause breakouts, ruin staying power of makeup. Heavy silicone will make you sweaty leading to breakouts and ruined staying power. I don't know why so many brands keep marketing these heavy silicone primers to oily/acne prone types. Anyway the best primer under 10 dollars for your skin concerns is fyrinnae velvet SILICA gel.
3) Now you can apply a foundation if you wish as well as concealer. You must change all the makeup you use. Hard Candys concealer for example contains oil which must be avoided. Covergirl has fragrances and all kinds of other ingredients that cause acne.
Avoid oil, heavy silicone, talc, bismuth oxychloride, algae extract, fragrances in makeup. If you want a good drugstore concealer, use physicians formula conceal rx or prestige skin loving minerals 3in1 multitask concealer. These are flawless full coverage w/o pore clogging.
For foundation: physicians formula talc free mineral wear liquid, revlon mineral mousse (colorstay too heavy, photoready is greasy). I'd avoid almay because it contains talc and many pore clogging ingredients. same for neutrogena. same for bare minerals which pretends to be good for you.

4) Anything you apply after make sure its oil free and free of talc and other ingredients i told you to avoid.
5) Set your face makeup with a good translucent powder. the best budget at oil/sweat control that doesn't cake or appear ashy/ghastly in photos: physicians formula talc free mineral wear matte veil, mattify! cosmetics ultra, lucy mineral oil control, lumiere cosmetics veena veil.
6) Last reapply the etude house dr oil mist.
This makeup routine will keep your makeup fresh in place all day. No need to retouch, reapply, blot. no getting oily or worrying about makeup rubbing off or fading. No new breakouts.
The skincare routine will dramatically improve your skin too by clearing and balancing. Additional tips:
1) Make sure to wash off makeup every single night w/ no exceptions.
2) apply makeup with brushes you clean every other use at least or sponges you replace each time, puffs you wash frequently or replace. also don't share tools or touch face w/uncleaned hands.
3) keep a balanced diet. no sugary drinks or sweets. eat fruits, veggies, greens, legumes, lean protein + healthy carbs, no deep frying. drink alot of water.
